Dear Colleague

The Institute for Employment Studies (IES) has been appointed by
HEFCE to conduct an innovative study under its Equal
Opportunities Research Programme. The ultimate aim of the
project is to explore what can be done to improve equality of
opportunity for members of minority groups who may be unlikely to
disclose their (minority) status or report experiences of
discrimination. Are you a co-ordinator of a locally based network
that meets face-to-face? Would you be willing to organise a group
discussion which a researcher from IES would facilitate? Or are
you a member of a member of a minority staff group? Would you
be interested in taking part in a group discussion organised
by IES? Further information about the project is included below.

Non-disclosure and Hidden
Discrimination in HE
The Institute for Employment Studies has been commissioned by
HEFCE to conduct an
innovative survey of staff under its Equal Opportunities Research
Programme.
Aim of the project
To explore, via an anonymised staff survey, what can be done to
improve equality of
opportunity for members of minority groups who may be unlikely
to disclose their minority
status, or report incidences of discrimination.
Phase 1: Exploratory interviews and group
discussions
It is important that the questionnaire is inclusive and encourages
responses from everyone,
including people who generally choose not to disclose personal
information. With this in mind
the research team would particularly like to talk to people who are
more likely to have a option
of not disclosing their (minority) status to their colleagues at work,
for example:
• staff with mental illness or a history of mental illness
• staff with specific learning disabilities
• gay, lesbian, or bisexual staff
• staff with religious affiliations
• staff with caring responsibilities (eg child or elder care)
Phase 2: Survey
The survey will include both academic and non-academic staff.
Questionnaires will be sent to
5,000 randomly selected staff across approximately 10 HEIs.
Completed questionnaires will be
returned direct to a independent company, and responses will
remain anonymous.
The topics might include:
• the nature of experienced discrimination
• the coverage and relevance of current equal opportunities
policies
• personal and domestic circumstances
• attitudes to equal opportunity monitoring forms (eg with job
applications)
Timescale
The proposed plan is to pilot the survey in April and run the main
survey in May. A report will
be drafted in July and feedback will be available to participants in
the Autumn.
