I agree with comments below. makes life too difficult for disabled people,
be it a visual or physical impairment.
Many conditions depend on self medication or use of equipment as stated
below, without bright lighting this would not be possible.

Interesting that we all have different views.
Some just said
This would be advantageous to people with sight loss who would have
difficulty seeing discarded needles
My first reaction is that it would be a Health and Safety hazard
for
sight impaired people. Not only falling over things and having to put
your hands in the toilet or urinal to find it, but also trying to fit a
catheter could be tricky for some people !!
Also some disabled people have to inject themselves and need the privacy to
do it
