I suppose the car parking is either across the road or up the hill,
if across the road where it looks as if there is a walkway, put the handrail
along that walkway and place a level crossing so that chairs and ambulant
can cross at the same height as the building walkways.
same applies if the car park is uphill,
I don't supose you will have many vehicles on the site, so if either the
above are not usable.
put one fixed handrail down each side of the ramp, for left or right
handers, and explain the situation as being a reasonable solution due to
site limitations in your access statement.
