Because the NHS has gone bust. The IMF has refused a £5Billion loan just about the amount needed to pay for the so called "improvements". You will see more cut backs over the next few months and with the Consultant Contract more will find themselves working with less staff to maintain the service.
Only last year the Modernisation agency were booking 5 star hotels for jamborees and which did not acheive much. Most attendees were of the same opinion. The word on the street is that the whole fiasco cost £210 million. Anyway those days are now over so tighten the belts.
BTW not many health service managers will be getting the push.
