Below is a summary of the replies I had from my request for information
relating to email archiving practices and policies in the HE sector.
Generally most institutions had email policies in place but these related
to the day to day use of email rather than its retention to an archive
Most respondents recognised that email transactions were now important and
should be given the status of records and managed accordingly within an
overall records management policy/practice
Where institutions did attempt some sort of archiving this was rather as a
backup process rather than archiving in the true sense.
Useful information is available at the National Archives on the development
of electronic records policy:

Thanks to all those who responded.
