Lilith mentioned this might be an issue in some
places, and could impact admissions.
Luckily, Ron's student won't need to spring for an
immigration lawyer. It is not an issue in the
UK--all overseas students are covered by the NHS
from the moment of entry.
This is becoming controversial area, as certain
right-wing newspapers are on a crusade over
so-called "medical tourism." But I doubt that there
will be any changes.
Also, when you come in to the UK on a student visa
it's rather different from coming in as a potential
resident (and even then European human rights
legislation is supposed to keep the government from
discriminating against people with
disabilities...although there is still some language
in the immigration laws here that appears to
discriminate against people with learning
difficulties or mental health conditions...)
