well seeing as we do not call the NTSMR a HER .. as we have not been
through any benchmark process we are still an SMR as far as we are
concerned

Perhaps I am being overly pessimistic.
Things look much brighter in the "Protecting Our Historic Environment:
making the system work better" consultation document, also on the dcms
website, where anyone getting to page 33 will be pleased to learn that
"There are now over 100 Statutory Monuments Records (SMRs) in England
holding over 1 million sites".
Statutory Monuments Records (a Freudian slip?), or perhaps after
changing to HERs we should quickly change back to SMRs to take advantage
of this new status!

I agree with your concerns, but on reading the HER consultation paper
again,
I agree with Nick Boldrini's interpretation that it is proposing the
setting
up Regional HER portals in addition to the network of local SMRs/HERs
(page
10 in the consultation document). I cannot help but feel that this would
add
yet another tier to the maze of HERs/SMRs/NMR/ADS sources already
available
to the researcher.
Secondly without the provision of funding to enable a higher level of
service to be provided at the county SMR level (i.e. backlogs cleared,
data
verified and enhanced, a broader range of heritage datasets
incorporated),
how can such a regional HER portal benefit?
