TITLE: Associate Director, Moscow Office

BACKGROUND: The John D. and Catherine T. MacArthur Foundation is
a private, independent grantmaking institution dedicated to
helping groups and individuals foster lasting improvement in the
human condition. The Foundation seeks the development of healthy
individuals and effective communities; peace within and among
nations; responsible choices about human reproduction; and a
global ecosystem capable of supporting healthy human societies.
The Foundation pursues this mission by supporting research,
policy development, dissemination, education and training, and
practice. It is one of America's largest philanthropic
institutions with assets of just under $4 billion and annual
grants of more than $170 million.

The Foundation makes grants through four programs. The Program on
Human and Community Development supports organizations focused
upon issues primarily affecting the United States, including
community development, regional policy, housing, public
education, juvenile justice, and mental health policy. The
Program on Global Security and Sustainability supports
organizations focused upon issues primarily related to
international issues, including peace and security, conservation
and sustainable development, population and reproductive health,
human rights, the economic consequences of globalization, and
initiatives in Russia and Nigeria, particularly concerning
improving higher education. The General Program supports public
interest media, including public radio and television, and the
production of independent documentary films; it also makes
occasional large institutional grants. The MacArthur Fellows
Program awards five-year, unrestricted fellowships to individuals
across all ages and fields who show exceptional merit and the
promise of continued creative work.

John D. MacArthur (1897-1978) developed and owned Bankers Life
and Casualty Company and other businesses, as well as
considerable property in Florida and New York. His wife Catherine
(1909-1981) held positions in many of these companies and served
as a director of the Foundation.

Initiative in the Russian Federation and Post-Soviet States
In 1992, the MacArthur Foundation opened an office in Moscow to
administer its Initiative in the Russian Federation and Post-
Soviet States, which is a part of the GSS Program. The Initiative
provides support for universities and scholarly infrastructure in
Russia, support for special projects in the area of human rights
in Russia, and support for individuals throughout the post-Soviet
states working on a range of policy-relevant topics. Together,
these activities are intended to support the region's independent
scholarly and scientific communities and assist in Russia's
transition to democracy.

The Moscow office is the largest of the MacArthur Foundation's
four international offices, and includes eleven employees,
including program and administrative staff. The office provides
key functions of preparing grant recommendations, administering
grants in force, convening sets of stakeholders, and representing
the MacArthur Foundation in Russia. The office is a fully
bilingual workplace; most Moscow office employees are Russian
nationals.

ABOUT THE POSITION: The Associate Director, based in Moscow, is
the key staff person responsible for administration of the Moscow
office, including personnel, budget management, legal and banking
issues, matters pertaining to the office premises, and grants
administration and reporting. The Associate Director also
undertakes a significant amount of interaction with other
grantmakers and relevant governmental agencies. The Associate
Director may also have a limited involvement in programmatic
activities, as assigned by the Co-Directors of the Initiative in
the Russian Federation and Post-Soviet States. The Associate
Director reports to the director of the Moscow office, who is one
of two Co-Directors of the Initiative (the other Co-Director is
based in Chicago, Illinois, USA).

ADMINISTRATIVE RESPONSIBILITIES:

Works closely with Moscow and Chicago-based Initiative staff,
Finance, Legal, and Human Resources Departments, to facilitate
grantmaking and effective administration of the Moscow office;
Works closely with the director of the Moscow office in the
management of grants competitions administered from Moscow,
including review of proposals and grant application forms,
dissemination of grant lists and other publicly distributed
materials, and development of the annual competition calendar;
Manages contracts for outside experts and program advisors;
Drafts the annual administrative budget for the Moscow office;
oversees monthly reporting of expenditures to the Finance
Department; ensures budgetary compliance; approves expenditure of
funds; and files annual tax declarations;
Works closely with the Co-Directors and Chicago based staff in
the development and implementation of public relations materials
and outreach strategies to the NGO, academic and policy making
communities in the region;
Supervises and performs annual performance reviews for the Moscow
office Grants Administrator, Chief Accountant, Office Manager,
and Technical Assistant; shares supervisory responsibility for
the Executive Secretary;
Conceptualizes staffing needs for the Moscow office; identifies
and hires local staff; recommends compensation levels and
drafts/updates job descriptions;
Ensures appropriate registration of the Moscow office;
Ensures that the Moscow office complies with all relevant local
and Federal statutes and tax requirements; and
Oversees all matters pertaining to the leasing and maintenance of
the Moscow office space.
PROGRAMMATIC RESPONSIBILITIES:

Represents the Foundation at relevant meetings and conferences,
in Russia and abroad, and participates in planning future program
strategies.
QUALIFICATIONS:

Higher education (bachelor's degree or university diploma
required, master's degree highly desirable) in social sciences,
public policy, law, finance, or related field.
High level of fluency (spoken and written) in both English and
Russian.
Significant management experience, including budgetary,
financial, legal and supervisory experience.
Experience in or strong familiarity with U.S. office practices
and procedures.
Experience in a non-profit or grantmaking organization preferred.
Excellent communication skills (verbal and written).
Proficiency in office software (Word, Excel, etc.).
Capacity to work collaboratively with colleagues in an
international institution.
