Certainly, as I have always understood it, ignorance of Public General Acts
is no defence. As one of my legal colleagues once told me, we are all
supposed to know the whole contents of the statute book.
But I am not sure this applies to by-laws. Which may be why there used to
appear at park gates large notice boards setting out by-laws in very boring
