This looks really good. It means DC encoding will look similar
across all applications whether XHTML or XML. [Though I'm not
sure I'm looking forward to explaining to people why they need to
change their template for their web page headers again...]
A couple of minor comments/typos:
2.1, first para: "it's" should be "its"
3. last example (2 lines). I think you mean 'scheme="W3CDTF"'
and 'scheme="dcterms:W3CDTF"' rather than "URI", it being a date.
