it seems to me that the original idea was to eliminate the Christian
reference from the symbols, so that places of worship for other faiths
could be indicated. Now, if you think about 'place of worship for any
faith, without any special architectural feature', first it would be an
immense job to find them all, and then they would crowd the maps in many
If that is the explanation, then I think the OS should have said so.
