It looks like sheer ignorance to me.
The caption is completely non-specific, as if the writer has written
something as non-commital as possible in an attempt to avoid providing
details which could be challenged as incorrect. Phrases and words like
"long before" and "tools" actually tell us nothing but make it very
difficult for anyone to challenge the details because there aren't any.
Frankly if I knew nowt about a subject but had to produce a caption for a
photograph, I'm not sure I'd write anything very different from that.
