CALL FOR PAPERS FOR:
MOBILE COMPUTING AND PUBLIC SERVICES
IN DELICATE OR EMERGENCY SITUATIONS

at the Thirty-seventh Annual
HAWAI'I INTERNATIONAL CONFERENCE ON SYSTEM SCIENCES
on the Big Island of Hawaii

The police, the fire brigade, the guards, the nurses, the social workers, the
paramedics all work in ever-changing circumstances. Their main skills lie in
managing the particular situation, be it a delicate family situation, or a
traffic
accident. Their attention is focused on those in need, on the immediate demands.
At
the same time, however, they must record events and find information to bring
the
particular incident into its context. To coordinate the efforts, standard
operating
procedures are enforced, but also much communication is needed, as each case is
different. In larger scale crises, emergency management requires constant
information of what is going on. Accountability for actions is a requirement,
also after
the event, for example in a court of law.
We invite submissions that discuss, for example
˙ requirements different groups set for mobile computing,
˙ changes and opportunities in work practices due to these kinds of tools,
˙ architectures and plans for integrating mobile computing into work,
˙ implemented mobile information systems,
˙ user experiences and improvement processes with these systems, and
˙ emergent theorising in mobile computing.
Minitrack co-chairs
Professor Helena Karsten is involved in several projects within public services.
In
these, one aspect is introduction and use of mobile workstations in delicate
situations. Dr. Carsten Sųrensen currently studies the mobilisation of
interaction
through pervasive technologies amongst professionals, especially within the UK
police force. He initiated in 2002 the Mobility@lse research network (http://
mobility.is.lse.ac.uk).

October 1, 2003 Accepted manuscripts sent electronically to the publisher.
Authors must be registered for the conference by
this date.
INSTRUCTIONS FOR PAPER SUBMISSION
1. Contact the Minitrack Chair in advance for specific submission instructions.
Otherwise, submit an electronic version of the full paper, consisting of no more
than
25 double- spaced pages, including diagrams, directly to the appropriate
Minitrack
Chair. (NOTE: The final paper must be NO MORE THAN 10 pages, double-column,
single spaced.)
2. Do not submit the manuscript to more than one Minitrack. Papers should
contain
original material and not be previously published, or currently submitted for
consideration elsewhere.
3. Each paper must have a title page to include title of the paper, full name of
all
authors, and complete addresses including affiliation(s), telephone number(s),
and
e-mail address(es).
4. The first page of the manuscript should include only the title and a 300-word
abstract of the paper.
HICSS conferences are devoted to advances in the information, computer, and
system sciences, and encompass developments in both theory and practice.
Invited
papers may be theoretical, conceptual, tutorial or descriptive in nature.
Submissions
undergo a peer referee process and those selected for presentation will be
published in the Conference Proceedings. Submissions must not have been
previously published.
