Excellent point. A good example of this type of effort is the implementation of any new financial accounting software package. Organizations (private and public) will expend enormous amounts of time, money and effort to insure that the financial accounting system meets their needs, that individuals are properly trained and are continually trained on an on-going basis. Why? Because the system controls that which is most important to the organization -- MONEY!
The same effort must be expended for an item of equivalent importance -- Records and the information contained within in them.
One of my favorite analogies that I use when explaining the importance of RM (and all the incumbent parts) to the great unwashed is that RM is similar to Financial management. Organizations classify the money, they track and they use it. They only thing they don't do is destroy it (unless you consider wasting it on useless projects a form of destruction ;-) )
