'Quarter' seems as good a term as any to me! The term has been extensively used in EH through our detailed involvement in the Birmingham Jewellry Quarter - but I don't know if the term has achieved any formal 'recording' status in that context or elsewhere.
I suspect that the issue may reflect a more general problem - a lack of defined terminology for overall character areas of different types (whether urban or rural) as opposed to individual monument and building types.
