Dear Mr. Frank Hall-Bentick,

On the 15th of May a second handing over ceremony of International Award 
Filantrop  in the sphere of disabled people creativity took place. It is a
unique Award in the world, directed to the support of talented disabled
people.

The idea of the Award is supported by UNESCO, state, public organizations of
different countries of the world. The Award is attributed once in two years.
1609 applications from 20 countries of the world was sent to Executive
Directorate of the Award.  The prize fund was 100 000 US dollars. The laureates
of the Award had become 35 persons from Russia, France, Germany, Tunisia,
Belorussia, Azerbaidjan.

We forecast a further significant increase of disabled people participating in
the Award and strengthening of state and public organizations attention to this
project.

The next attributing of the Award will take place in Moscow in spring of 2004
and final activities we plan to organize in Paris, in headquarters of UNESCO.
At present on of the main tasks of the Award is widening of its geography.

Taking into account the important role which you and your organization play in
the sphere of rendering help to disabled people,  we ask you to consider a
possibility of informing as more disabled people as possible in your country and
a possibility of delivering the applications of International Award  Filantrop 
to disabled people in order they could participate in the Award. (the provisions
of the Award and application forms in English and French are attached)

Provisions of International "Filantrop" Award.
                                                                                                            
Goals and tasks of the Award.
The Award is confered to disabled people actively engaged in artistic creativity
and who revealed great artistic level and will in achieving the set up goal in
the course of selection.

The main goal of International "Filantrop" Award (hereinafter called Award) is
the promotion  of development process of disabled people  rehabilitation and
social adaptation by means of art as well as implementation of Standard rules of
securing equal opportunities for disabled people 
( Resolution No 48/96 of UN session dated 20.12.93). 

Tasks of the Award. 
- coaxing disabled people into engagement in different kinds of art;

- discovering new talents, perfecting professional skills of disabled people in
different kinds of art; evaluation of the talent, willpower and industry of the
participants;

- thorough study of development problems of disabled people creative activities;

- expanding of disabled people contacts in different countries and their mutual
influence from creative point of view and exchange of experience in the field of
rehabilitation and social adaptation to society;

- coaxing leading culture and art figures, teachers, psychologists and other
specialists into rendering creative and methodical help; developing technical
and other means for busying disabled people in artistic creativity;

- coaxing government, public organizations and businesses of different countries
into more thorough solving of disabled people problems and rendering them
material and spiritual support.

According to jury's decision, the competitors who presented their art in
afore-mentioned nominations can be additionally conferred following special
awards:
"Saving the folk art traditions"
"Novelty and originality in creativity"
"Overcoming. Beyond the bounds of possibile"
"To growing hopes" - for competitors under the age of 16.

By regional or national public organizations of disabled people presenting 
"Special Award" is confered to the state and public person "For rendering
effective help to disabled people and their organizations". 
This Award has no money expression

Founders, sponsors, coordinative and executive bodies of the Award. 

The founders of the Award are: All Russian society of Disabled People and
"Filantrop" fund. Also international and national government, public and
business organizations could be the founders.

Award Trusteeship Council is formed with prominent public and government people,
culture, art, religion and business people taking an active part in solving the
problems of disabled people. This Council could also include representatives of
international organizations and funds.

The preparation and implementation of Award events are carried out by Organizing
Committee formed by the founders. OC has got the right to input changes and
supplements to Award Provisions, to establish Award amounts as well as Award
confering procedure.        

Award executive directorate is its initiator - "Filantrop" fund.  

The jury and expert nomination councils are formed by OC consisting of prominent
culture and art people, public activists-Award founders, disabled people and the
representatives of disabled people organizations.
Award conferment procedure. 

Award official languages are Russian and English.

The works for Award competition are proposed by government and public
organizations related to art and disabled people rehabilitation as well as
international, national, local disabled people organizations, organizing
committees of national and international competitions and art festivals of
disabled people.

In the course of competition selection the OC and the Jury take into account: 
- professional skill
- artistic level of work
- the degree of overcoming by disabled people of his/her ailment by means of
participating in art fields

Competition works are selected from applications sent to Award OC. The procedure
and the amount of submitted works are defined by OC. All the materials sent to
the competition are not to be returned and handed over to Award executive
directorate.

Nominated laureate is granted just once.
     
Ecouragement of Award participants. 
The amount of the Award and the number of laureates are defined on the eve of
handing over ceremony by Award OC decision.

Those persons honored with Award are confered with "Filantrop" laureate title.
Also the diploma, honorary badge and financial part are handed over.

Every competitor not having become the laureate is given the document proving
participation in Award events.  
Award financing. 

Award financing is realized at budgetary and non-budgetary expense of
government, public, commercial and other organizations; private and sponsor
donations, grants etc. 

Official sponsors of International "Filantrop" Award are artificial persons and
individuals contributing a great deal to its organization and carrying out.
Their status has been approved by Award OC
