Dear Sarah

In Worcestershire we have also shared the cost of the Landmark maps amongst
a few departments in the County Council. It took a lot of negotiation and we
would not have got very far without the County GIS manager who is very far
sighted but had, of course, a vested interest in promoting his department.
If you have such a person in your organisation they might worth winning
over.
