Although the organisation may be 'clueless' about records management theory and practice, there will be people within the organisation who have a good grasp of what their information needs are, and what problems the organisation is currently experiencing.
I would try and find out what is causing the organisation pain!
Talk to people in the org who are dependant on well kept information do their job: such as auditors, people in the legal team, central policy makers, operational managers etc
Then when you do 'sell' the RM approach you are talking about how you can help tackle their problems, rather than selling an abstract package of best practice advice.
