If we accept that the ratio of disabled to non disabled is roughly constant,
wherever we go (about 19% in Oz) than membership as a ratio to population
may be a more useful? comparison.
On the other hand we should not ignorethat there are 'lies, damn lies and
statistics'. Or you can make of statistics whatever you like. Politicians
are a shining example: Notice that when you listen to the leaders on
election night every one has won!
