If the learning object has a range, would it be possible to specify it
with element 5.6 "educational.context"? For a broader range, multiple
instances of the element can be used. I do see a problem it the
learning object has a narrower/more specific range since the vocabulary
for element 5.6 may be a bit too broad for this purpose.
Another approach may be the use of multiple instances of the element 9
'classification', with each instance contains element
9.1'purpose.educational level' covering all intended educational levels
(e.g. Level 1-3 = Level 1 + Level 2 + Level 3). This is more of a fix
to use the existing LOM binding. And the runtime systems/VLEs will need
be clever enough to create a range out of such classification data. So,
no magic bullets only 'get around'.
