Hmmm.
Obviously not an electrician who wrote that gem.
Fuses burn out when the electrical current passed through them exceeds their
rated maximum current.
They rarely go on fire (thank goodness!).
So one burns out when the workload passed through one exceeds one's rated
maximum capacity.
The time to burn out being related to the degree that the workload exceeds
the rated maximum capacity.
