1. Netherlands exchange, 7-11 April

The deadline for registering interest in the exchange is Friday 24
January (contact: [log in to unmask]).

The study tour will be organised into three thematic groups:
- Group A: VLEs
- Group B: Learning technology standards and how standards affect
learning and teaching
- Group C: Staff Development

Each group will visit different institutions, but all will attend the
one-day conference in Amsterdam on Thursday 10 April.

A booking form will be sent out next week to interested parties.

A one-day workshop from ALT

4.1 Ferl Online Champions Conference:
NLN: the impact and the way forward
28-30 January 2003

For anyone involved in championing the role of Information Learning
Technologies (ILT) and E-Learning within their college or
organisation. It explores the impact of the National Learning Network
(NLN), a partnership of organisations that enable and support the use
of technologies in Post-16 teaching and management.

The conference will be split into two themes:
28 January: "The Impact" - led by Bob Powell.
29-30 January: "The Way Forward" - led by John O'Donoghue of the
National ICT Research Centre of the University of Wolverhampton.

The conference is mostly asynchronous, run as a series of online
discussions, on a range of topics related to the National Learning
Network, issues  for the future and good practice, including learning
platforms, technical support, staff development, e-portfolios and
resource creation.

If you have reports, papers or web-based info that contribute to
these discussions about the current state and future of ILT in
colleges, you can share them with delegates in the Resource Area of
the conference.

4.2 eLearn International 2003:
Edinburgh International Conference Centre

Scottish Enterprise is hosting a non-vendor-led event providing an
open and honest assessment of eLearning with over 20 of the world's
leading figures in the international eLearning community. The event
will also provide an opportunity to network and debate with delegates
from all corners of the world.

The web site, which has received over 700,000 hits since its launch
in October, provides more details and an opportunity to begin
networking with the international eLearning community.

4.2 Learning Environments and Pedagogy

This event aims to disseminate the results and issues raised from the
Learning Environments and Pedagaogy (LEAP) Case Studies. The LEAP
Case Studies were commissoned in 2002, and comprise 14 studies
produced from seven institutions. They have been written by lecturers
who have hands-on experience of using learning environments for
teaching. The aim was to uncover different pedagogical applications
within virtual learning environments (VLEs) and to show that these
were platform independent.

The Case Studies focussed on four key pedagogical areas that learning
environments are used for within Universities. These are; Assessment,
Blended Learning, Continuing Professional Development and Role Play.
The case studies will be available to download from the LTSN Generic
Centre website early 2003.

The event will examine the case studies from three different
perspectives: subject area; pedagogy; and platform. The day will be
led by Kathy Wiles, Senior Advisor, LTSN Generic Centre and Barbara
Watson, University of Durham. Presentations will be be given by a
selection of case study authors, who willl also give an institutional
perspective on the lessons learning from the studies.

4.4 Free Regional Workshops on the Effective Use of Video
- Wales and Scotland

Following the success of the four workshops already organised, two
new workshops have been arranged - one in Wales and one in Scotland.

Friday March 7: Wales and borders

This workshop will be unique in the series in using videoconferencing
to spread access across Wales, using the Welsh Videoconferencing
Network, set up with EU funding under JISC supervision.  Two active
centres have been arranged:

Swansea College (18 seat plus two wheelchair users) in the south
and Coleg Llandrillo (14 seat) in the north.  The workshop will be
conducted from Swansea. A number of passive videoconference centres
in the Welsh Network are also being organised  - ie delegates at
these centres will be able to watch and listen, but not interact.

The workshops will disseminate outcomes of the DIVERSE TLTP project
in some of the case studies.  The workshops are supported by the LTSN
Generic Centre and the Learning Technology Support Service.  There is
no charge, and coffee, tea, lunch will be provided (in Wales, this is
guaranteed for the active centres only).

To maximise the benefit for delegates, places are limited and early
application is advised. All other workshops have been oversubscribed,
with waiting lists in case of withdrawals. Consequently, if after
registering you find you cannot attend, please inform the organisers
immediately.

4.5 JISC Strategic workshop on eLearning in the workplace
7 May 2003 (Stirling) and 14 May 2003 (Birmingham)

A JISC strategic workshop on eLearning in the Workplace, to
contribute to discussion leading to a report with strategic
recommendations.  The Joint Information Systems Committee supports
the Higher and Further Education sectors throughout the UK, with
infrastructure, content, advisory and support services and innovative
programmes in the uses of ICT.  Although many universities and
colleges support work-based learning programmes, this area of
activity has not hitherto been a focus for the JISC.

This workshop will bring together participants from a wide range of
stakeholders, including government departments, funding councils,
regional network operators, regional development agencies, HEIs,
FECs, sector skills councils, JISC services, committee members and
executive staff, small businesses, learning and training providers,
Ufi and SUfi. The 'eLearning in the Workplace' workshop will take
place twice, with around 60 delegates each - on May 7th in Stirling
and on May 14th in Birmingham.

There will be five twenty minute presentations at each workshop, by
John McCann (Senior Transforming Government Adviser at the Office of
the e-Envoy), Karen Riley (Ufi) and Helen McNamara (SUfi), Angela
Smallwood and Paul Drummond (responsible for eLearning post-graduate
support for newly qualified teachers and doctors respectively), Jim
Wilson (The Forum for Technology in Training, on the 'Polymer
Project', a pathfinder project delivering online learning and
assessment in support of NVQs in the polymer industry) and speakers
from  private training providers (brokered by the LSC and the
Association of Learning Providers).

Following these twenty minute presentations there will be breakout
groups for one and three-quarter hours, each comprising a mix of
delegates. A full report will be prepared on both workshops by an
independent writer, that will contain strategic recommendations for
funding councils, national and regional agencies, learning and
training providers and the JISC.

4.5  TT21C: Transformational Tools for 21st Century Minds

5.1 DfES white paper

The white paper from the DfES on "The Future of
higher education", which sets out the UK Government's plans for
radical reform in HEIs, is available to download from

5.2 JISC Circular 1/03: Managed Learning Environments (MLEs) for
Lifelong Learning:
Phase 2 was despatched 13 January 2003 to Heads of UK Further and
Higher Education Institutions.

Information about the Circular can be found at

The circular invites FE and HE institutions to submit funding
proposals for a range of projects to promote lifelong learning
through the use of ICT in supporting the movement of students across
post 16 and higher education. The themes of this call will build on
the outcomes of the two current MLEs for Lifelong Learning projects
and make some initial explorations of the wider aspects of linking
MLEs. The deadline for receipt of proposals is midday, 31 March 2003.

A town meeting will take place on Monday 10 February 2003 at the
Royal Statistical Society, London where further details of the
circular will be available together with the opportunity to ask any
questions regarding the bidding process.  Institutions are invited to
register online a maximum of two participants for the meeting at
http://www.jisc.ac.uk/jiscforms/user/form29.php.

The total number of participants at the Town Meeting is restricted so
institutions are invited to register early.

5.3 Learning and Teaching Portal - Invitation to tender

Summary
1. This invitation to tender (ITT) invites proposals to undertake the
technical investigation, development and hosting of Learning and
Teaching Portal for UK higher and further education. The contract is
for a period of two years divided into four phases each lasting six
months.
2. The invitation is issued jointly by the Joint Information Systems
Committee (JISC) and the Learning and Teaching Support Network
(LTSN), as the two partner agencies responsible for the portal. Any
contract consequent on this tender process will be placed by the
Higher Education Funding Council for England (HEFCE), acting on
behalf of the funding councils collectively.
3. The portal development will need to take place in conjunction with
ongoing content and service development taking place within the LTSN
and it is expected that the successful bidder will work closely with
the LTSN to deliver the appropriate services and content as required
through the portal.
4. Bidders may sub-contract as they see fit, but the partner agencies
wish to appoint one single developer to provide a unified technical
solution.
5. The deadline for receipt of tenders is close of play on Wednesday
26th February 2003.

5.4 New JISC Advice & Guidance Cards

The JISC is pleased to announce the arrival of the first set of new
topic-based Advice and Guidance cards. The first four topics cover
Legal Issues, Accessibility, the Future and Content. Each card lists
a range of issues, associated with a particular topic. They are of
relevance to everyone working, researching or studying in the UK
further and higher education institutions. The topics are not
designed to offer advice* but to alert the reader to the important
issues relating to ICT and point them to relevant JISC funded
resources and services.

The cards are the first four in a series and are designed to enhance
the Advice and Guidance section of the new JISC Web site. Further
detail covering these topics and other issues will be available at

Applications are invited for a new post in the Learning Technologies
Team, which supports and promotes e-learning throughout the
University of Durham. You will be working on a HEFCE-funded project
on the "Accessibility of online learning in specific subject areas".
In particular, to identify methods of supporting disabled students to
enable them to achieve the pedagogical objectives of their modules
through a learning environment.

The post will be full time and fixed term for 2 years.
