amira - a commercial software available from http://www.amiravis.de - is
also able to export DICOMs from other loaded file formats, such as analyze.
It is quite flexible and offers a variety of options.
However, Chris is certainly right by pointing out:

In addition, I have to admit that I have not yet had the time to check if I
can export, for example, 24-bit RGB DICOM images from activation maps.
BUT: Brainlab should be able to read analyze images. At least, our
neurosurgeons have imported analyze images I provided into Brainlab.
