CARIS and Netherlands Institute for the Law of the Sea (NILOS) are pleased
to offer a unique 10-day workshop that integrates 40% theory by prominent
Law of the Sea experts with 60% computer training using the latest software
tools and public domain data tailored to each participant's geographic
region. The workshop is entitled "The Development of a Coastal States
National Maritime Limits & Boundaries, including UNCLOS Article 76 Planning"
and will take place from March 8-19, 2004 (Monday - Friday) at the
University of Utrecht, Utrecht, The Netherlands.
In response to demand for practical software training combined with theory,
the workshop curriculum combines three different but complementary training
courses: (1) Eight morning sessions based on the Commission on the Limits of
the Continental Shelf (CLCS) Training Course Outline will deliver background
and theory each Coastal State requires for Article 76 work.
Lecturers will be drawn from the international ranks of recognized Article
76 experts, including members of the CLCS where feasible. (2) This theory is
integrated with eight afternoon sessions of the CARIS LOTS Training Course.
Each participant will perform exercises on a computer supplied by the
workshop using the latest Article 76 software to gain a practical
understanding of the principles of EEZ and Article 76 planning (e.g.
mapping a Territorial Sea Baseline Model, constructing the Exclusive
Economic Zone (EEZ) limit, developing the most advantageous extended
continental shelf claim past 200 nautical miles, performing "what-if
"scenarios of boundaries with opposite or adjacent Coastal States.) (3) The
final two days of the Workshop is the Desktop Study Practicum that will
allow participants to use both theory and software tools to complete a
preliminary Desktop Study using all currently available data sources from
geographic regions and situations relevant to the individual needs of the
course participants.
The 10-day workshop is $4,250 (U.S. dollars), which includes the cost of all
course materials, computer rentals, luncheon & nutrition breaks, and evening
