GIS Data Manager
Starting salary: up to £20,462 per
annum Location: Bangor
Working as part of the Geographic Information Unit (GIU), you will
manage and maintain CCW corporate GIS datasets including commercial,
partner and CCW generated data, and make these available in all CCW's
offices and externally.
Ideally you will have a degree level qualification or equivalent
experience in GIS/computer science or related technical/scientific
discipline. You will need a minimum of 2 years' professional IT
experience plus 1 years' experience of using and managing data, this
should include at least 6 months experience in a GIS environment.
Database experience, negotiation skills and a knowledge of quality
assurance procedures are essential. Effective communication skills are
also essential for this post, and the ability to speak Welsh is
desirable. Appointees wishing to learn or improve their Welsh will
receive full support from CCW.
Candidates with fewer qualifications and/or less experience may be
considered as trainees for this post at a starting salary of £17,000 per
annum.

BACKGROUND
The Countryside Council for Wales is the statutory adviser to
government on sustaining natural beauty, wildlife and the opportunity
for outdoor enjoyment throughout Wales and its inshore waters. With
English Nature and Scottish Natural Heritage, CCW delivers its statutory
responsibilities for Great Britain as a whole, and internationally,
through the Joint Nature Conservation Committee.
PURPOSE
The Geographic Information Unit (GIU) provides GIS solutions and
mapping support to a wide range of CCW staff and functions. The Unit is
responsible for the collection, management, analysis and provision of
CCW's corporate and external datasets. These include national and
internationally designated site boundaries, Ordnance Survey data and the
aerial photography data archive.
The post holder will be expected to work with other team members, IM
Group staff and users to develop sound data management practice within
CCW.
The post will be based at CCW's headquarters in Bangor. This is an
important post in a busy section.
DUTIES AND RESPONSIBILITIES
1. Managing CCW corporate GIS datasets including commercial, partner,
and CCW generated data
2. Maintaining corporate GIS datasets and distributing these across
CCW's network to local office servers
3. Arranging, negotiating and managing GIS internal and external data
licences
4. Developing and implementing a data policy for CCW GIS corporate and
local datasets
5. Developing and implementing Quality Assurance procedures and
standards for GIS corporate and local datasets
6. Developing and maintaining a Data Catalogue, metadata and
documentation for CCW GIS corporate datasets
7. Developing improved data distribution processes for internal and
external customers
8. Managing CCW Ordnance Survey data holdings. Acting as main point of
contact for Ordnance Survey data products. Attending Ordnance Survey SLA
working group and technical sub-groups.
9. Working with CCW Groups and Areas to develop local GIS datasets
10. Liaising with JNCC, EN, SNH and DoENI on inter-agency data issues
11. Providing support, advice and guidance on GIS data related issues
to CCW staff
12. Helping implement CCW information management strategy.
SELECTION CRITERIA/COMPETENCIES
To be considered for this post you will nee
d to demonstrate on your
application form the following qualifications, skills and experience:-
Essential:
1. A degree, higher educational qualification, or equivalent experience
in GIS, Computer Science or a related technical or scientific
discipline.
2. A minimum of 2 years professional IT experience.
3. At least 1 year's experience of using and managing data including 6
months in a GIS environment
4. Database experience
5. Knowledge of GIS data models
6. Knowledge of Ordnance Survey data products
7. Experience of data validation and quality assurance procedures
including knowledge of QA standards.
8. Knowledge of legal issues affecting holding and using data.
9. A full UK car driving licence.
10. Good interpersonal skills
11. Good negotiating skills
Desirable:
1. Experience of MapInfo GIS
2. Formal training or certification in administering or developing
databases e.g. MS Access, Oracle
3. Experience of HTML and web development.
4. Familiarity with Novell NetWare client.
5. An understanding of systems analysis and design.
6. Familiarity with project planning techniques.

WELSH CATEGORY
The ability to speak Welsh is not essential for this post. However

SALARY
The starting salary will be up to £20,462 per annum depending on range
of skills and length of experience. Candidates with fewer
qualifications and/or less experience may be considered as trainees for
this post at a starting salary of £17,000 per annum.
The Countryside Council for Wales offers a non-contributory pension
scheme.
The Countryside Council for Wales operates a flexible working system.
Annual leave allowance is 25 days with pay per annum, plus 11 days paid
public and privilege holidays. After 6 years service, annual leave
entitlement rises to 30 days.
STATUS
This is a permanent, pensionable full-time appointment. CCW offers a
non-contributory pension scheme.
