Hi,
I had the same problem when I tried installing new fsl on my computer.
I have fsl installed in /usr/local/bin and when I copied the fsl
folder from the new distribution, the FSL.app did not work. I did not
want to change my path setting so I looked for a different solution.
Finally I found that if I put a link to fsl in /usr/local/ (ln -s
/usr/local/bin/fsl /usr/local/fsl) the FSL.app starts X11 and FSL
without a problem. So, could it be that FSL.app is still looking for
fsl to be in /usr/local/?
