A Senior Social Scientist at the World Bank and INEE Member, Steve HoItzman,
is doing a study on the effects of conflict-induced displacement in the
former USSR, the Balkans, and Turkey. The study is looking at long term
displacement as a kind of vulnerability and trying to scope out its
characteristics and consequences as a development issue. One aspect of this
is human capital.
In reviewing available work on education, they have found that enrollment
rates of the major IDP and refugee populations in the region appear quite
similar to the local population. There are of course some regional specific
reasons for this which don't necessarily apply to conflicts in other
regions. However, they have not been able to find any good information on a)
attendance and b) performance of displaced children in schools and have
found only a very little regarding post-secondary education. We also have
very little on Turkey (Kurds) and inside Chechnya.
We're looking for any field reports, studies or surveys which might help us
to enrich our analysis. Our focus is the following countries: Bosnia, FRY,
Kosovo, Macedonia, Azerbaijan, Armenia, Georgia, Tajikistan,
Ingushetia/Chechnya, Turkey.

anyone can give us would be much appreciated.
