To remove the function of accessing user passwords from the list modify users section in the course control panel you need to alter a privilege in the user privileges section of the System Admin area.
This section lets the Blackboard administrator restrict access to certain functions in Blackboard on different levels. The Basic version only allows the turning on or off of each description; it does not allow the administrator to specify which user roles can access each area. I.e. let system support access one area but restrict to disallow instructors access to that same area, you can just enable or disable the area.
Within the user privileges section there is an option to disallow access to the password button in the list / modify users section of each course, this worked for us. We did have problems disabling access to the properties button however, if this works for you I'd be interested in knowing.

When I log in as an ordinary Instructor in our shiny new v6 Blackboard, go to Control Panel in a module and got to List/Modify Users – I can get at my users’ passwords!!! I can’t figure out what (as Administrator) I need to turn off before chaos reigns. Help!
