There have been a couple of threads running on the WebAim Forum regarding
colour contrast measurement both by Philip Lanier at the University of
Washington, which you might find useful.
The first one recommends that two shades should differ by 70% (see

details) and the second describes the way in which a percentage difference
can be calculated based on HTML codes, RGB (Red, Green, Blue) or HSL (Hue,
Saturation, Light) codes (see
