Hi Rahmah:
An inexact method that some of us in the field of gerontology design use in the US is to find a printers scale (or ruler)that shows gradations of value from black to white. Then, when possible, you can photocopy the two items you are comparing for contrast to bring them to gray levels comparable to those on the printers scale. You can then compare and calculate the amount of contrast you have based on the printers scale gradations.
For example, we have been told that for an older person to see contrast the difference on the scale should be more than two points apart, e.g, for a hand rail. When we don't want them to notice contrast, e.g. in the floor, we will keep the contrast to less than two points apart. Contrast is one of the biggest issues to consider when designing for older persons.
Hopefully this helps some.
