Mark,
I'm fairly sure that if you go to Adobe.com there is a way that pdf files can be manipulated (I've
heard this through my work with visually impaired people who need to manipulate texts in order to
put them into accessible formats)
I'd be interested to know if anyone does find a way to do it!
Kind regards,
Anna

The older (pre 2000 or thereabouts) versions of approved documents are
scanned images of the documents, it appears that only the newer versions
have been created in.pdf format from the word processed files, so you are
stuck with what there is until such time as the 'new' approved document is
published.
On a finer point of detail the 'law' (or requirement) is only sections M1 to
M4 highlighted in green on page 5 - all other content is 'guidance tending
to illustrate compliance with the requirements' (of Building Regulations
only) and is not proscriptive.
