I am trying to develop for the English Regions Cycling Development Team
a methodology for analysing costs and benefits of different kinds of
cycle facility, ranging from something as simple as racks to fairly
serious road space reallocation projects and cycle routes/networks. I
want to take a fairly broad definition of 'costs' and 'benefits'
initially, covering financial, social, community and user dimensions
.... once I've done this I'll then have to narrow the methodology down
again to make it practical.
What I'm wondering is whether there's anything within transport studies
to guide me on this - I've not had much contact before with either
conventional cost-benefit analysis or anything of a more complex nature,
as I am planning myself. Any tips on literature, methodologies, tools
etc would be gratefully received.
