I understand that P&K are in the process of implementing Netloan for the
booking of PN machines. If managing the demand is the key issue here, why
not use Netloan to enforce a policy that rations the use that individuals
can make of the facilities?
For example, Netloan can limit an individual to a maximum amount of time per
day, or you could set the maximum sessions per day etc.
I know that many are wrestling with the longer term sustainability of the
PN, but I understood that one of the key philosophies of the PN was that
access to ICT resources should be free. The suggestion that libraries could
or should start charging for the use of PCs seems to go against the grain of
that philosophy.
