this etymological approach rather remindes me of the failures of
de-sign when the _creator_ takes his role a bit too important.

Rousseau is describing Art and a TOP-DOWN approach.
Design should be based on "Need" - which i see as a BOTTOM-UP approach,
developing the form out of the "content":
Although it is desirable that the "whole" is more than just the sum of
its parts, the idea should be to develop the shape / form (Gestalt) out
of the nucleus of the need.
