Some starting points are
The company needs to have a strategic plan.
The Design Manager needs access to ongoing research. A large company can not be successful without research and develpment although many companies think research is not necessary. Those companies often also have no real strategic plan.
The Design and research process needs to be documented For a large company this may involve hundreds of stages and interactions between various departments. Without this efficient project management cannot take place.
The company needs upper management with a vision
