That's still a lot of people of course. But if by "support" you mean "make it look the same" then I quite agree, it's pointless. However, it is possible to deliver the content by importing the stylesheet rather than linking to it (and thereby stopping NN4 making a complete dog's breakfast of it):

</style>
rather than
<link rel="stylesheet" type="text/css" href="styles.css">
You can comment out the <style> in HTML4.01 if you like (but not in XHTML).

And as you have demonstrated, accessibility isn't an extra that has to be paid for, it's a free benefit of doing it right in the first place. Proper coding comes with accessibility built in.
