We use ILLOS 2 as well (although we do use the online facility in
conjunction with paper requests) and find that it is very flexible in terms
of admin. We've been through several department name changes/divisions
closing or opening over the years an ILLOS has coped marvellously, even
though we don't use it to its full capacity.
I would suggest you contact Lancaster for more info if interested in finding

Here at Leicester we are considering a change in administration of our ILL
system. At present quotas are allocated and administered by the Library and
our reader's put their requests on to our automated Library system.
Does anyone have experience of using an automated request system with
departmental administration? We do not want to go back to forms or vouchers
but need to review the way in which our requests are allocated. In
particular, we need to look at procedures for dealing with requests that are
allocated by academic departments (without pieces of paper).
I would like to know if anyone has experience of using departmental codes
within an automated system?
