Policy Advisor - UK/EU Asylum and Migration

Job Purpose:

To work closely with the other part-time Regional Policy Adviser on UK/EU
poverty issues, within the overall remit of the Policy Department and in
conjunction with the UK Poverty Programme (UKPP) team, other departments in
Oxfam, and external alliances, to:

- Influence UK/European institutions on issues relating to asylum and
migration in the UK within the framework of Oxfam's global policy agenda;
- Support the UKPP team in ensuring that Oxfam's UK programme, advocacy,
campaigning and communications work is coherent and effective and makes a
distinctive contribution to anti-poverty work in the UK;
- Ensure that Oxfam's policy development and global campaigns are informed
by a UK perspective, and in the longer term contribute to achieving a
genuinely integrated global perspective within Oxfam GB's and Oxfam
International's policy development and campaigning activities.

Key Responsibilities:

- Develop analysis and strategic direction for development of Oxfam GB's
work on asylum and migration in the UK/EU, in conjunction with UK Poverty
Programme and other key departments (e.g. Policy, Humanitarian Department,
MEEECIS, Campaigns, Media). Gender analysis to be incorporated into all
aspects of policy work.
- Play lead role in representing Oxfam GB at a senior level outside the
organisation on UK/EU asylum and migration policy in order to develop an
authoritative Oxfam GB public profile and voice.
- Build effective ways of working and communication with key departments
internally (e.g. UK Poverty Programme, Humanitarian Department, Policy
Department, Media Unit and Campaigns) and develop strategic alliances with
key UK/EU partners and networks around asylum and migration.
- Seek to ensure that UK/EU analysis on asylum and migration is integrated
into advocacy, campaigns, and programming of Oxfam International. In
particular, promote development of joint work with Oxfam Community Aid
Abroad (Australia).
- Contribute to development of trends analysis in relation to Oxfam GB's
stance on migration for Oxfam trustees (with MEEECIS and other departments).
- Oversee development of UK Poverty Programme/MEEECIS/Fabian Society
research on Albanian-UK migration (with MEEECIS), and co-ordinate/support
Advisory Group.
- Work closely with the Humanitarian Protection Advisor, and input to the
workplan and priorities of the Protection Officer UK/EU asylum (Humanitarian
Department).
- Respond to internal and external requests for information on asylum and
migration issues.
- Facilitate and co-ordinate additional advocacy resources for the UKPP in
conjunction with the UKPP director, as required.
- Participate in ongoing activities of the Regional Policy Team and UK
Poverty Programme (e.g. attending team meetings) as required.

Key Competencies:

Essential
- Education to at least degree level, ideally with asylum and/or migration
specialism.
- Substantial knowledge of policy issues relating to UK/EU asylum and
migration.
- Proven ability to develop and implement advocacy and research strategies
and considerable experience of advocacy work on UK poverty issues.
- Highly developed strategic planning, analysis and research skills.
- Proven creative and innovative approach in conceptual and analytical
thinking.
- Excellent written and verbal communications skills. Fluent written and
spoken English.
- Strong understanding of gender equity and diversity issues and their
application to programme and organisational development.
- Ability to work both in a team and independently, excellent interpersonal,
influencing and negotiating skills, and an ability to develop and lead
others.
- Ability to identify and implement opportunities for innovation.
- Able to influence effectively outside own team.

Desirable
- Experience and knowledge of UK/EU/global poverty issues.
- Similar experience in the international sector would be desirable.
