International Humanitarian Law in Current Conflicts: Training Course and
Seminar, July 2003
This July, the International Committee of the Red Cross (ICRC), the Harvard
Program on Humanitarian Policy and Conflict Research (HPCR) and the Harvard
Law School Human Rights Program (HRP) will offer a training course and an
advanced seminar on "International Humanitarian Law in Current Conflicts".
Session I (Professional Training on IHL) will be held July 22-25, 2003.
Session II (Advanced Seminar: Current Challenges in IHL) will be held July
28-30, 2003. All course sessions will be conducted on the Harvard Law
School
campus in Cambridge, Massachusetts.
These sessions were developed to provide an opportunity for mid-career
professionals in the U.N., non-governmental organizations (NGOs),
diplomatic, media, and military communities to acquire and refine the
necessary skills to address humanitarian challenges through IHL. The first
session will offer comprehensive training on basic concepts and structure of
IHL and related operational challenges for humanitarian agencies to
participants with no prior training on IHL; and the second, a brief review
of IHL and substantive discussion of complex issues surrounding its
application and interpretation for participants with legal training on or
field experience using IHL.
Core instruction will be provided by ICRC staff and HPCR and HRP faculty,
with additional presentations by visiting experts. Participants will also be
introduced to new information tools on IHL that facilitate research and
provide a forum for debate. Both sessions will offer timely examples of
recent challenges to IHL through a series of case studies. Selected topics
will include:
- The protection of victims of armed conflict
- The link between IHL and Human Rights Law
- Combatant status
- Disputed applications of provisions of the law
These training sessions build upon two previous seminars on IHL and current
conflicts that the ICRC, HPCR and HRP co-sponsored in 1998 and 2001.
