To facilitate collaboration on envisioning civil society in
Iraq, I have set up a wiki / weblogger.
This is to find more contacts in the global community while some further
processing and collection of civil society data is happening.
The initial topic was repatriation of refugees and asylum-seekers to and from
Iraq, but quickly expanded to address research needs in civil society.
I was able to collect quite a bit of data in Iraq, from refugees /
guest workers
in Jordan, and am working now on data from refugees in the Netherlands.
But, processing on what the social systems for repatration could be is
the main focus, and thus a new tool for collaboration:

There are many standing studies on well-known psycho-social effects
that apply to Iraq social systems,
but there is a great deal of opportunity to address
previously-unknown aspects of threat analysis.
Feelings of threat can be mediated or enhanced by repatriation attitudes.
Threat mediation can be employed ot neutralize or suppress intergroup
disharmonies.
Ethnic reengineering might work--but without classical propaganda.
Request:
1. What are the social issues that might limit effective relief and
development in Iraq?
2. Who are the agencies that should be approached to contribute
questions to be answered?
3. Who are the agencies that would be able to contribute to intelligent
decision-making about the investment of funds in relief and
development in Iraq?
