Oh, St John, once more you know the answer already; what a tease with
rhetoric you are. Awards Officers have huge powers of discretion and,
providing they have the support of their director of education, can
pretty well make up their own policy, however singular and outre.
Before Singleton and the Be Nice to Students with Dyslexia publication,
many LEAs did exactly as you suggest. The net effect was discriminate
outrageously against students whose schools had not arranged a formal
assessment (often because the same LEA did not fund them) and had no
money as individuals to pay for an assessment. This was not a good
thing.
Why not approach the question from a different angle? All HEIs make it
compulsory for students to own a PC before they can be accepted on a
course, a straightforward universal requirement. Would this
significantly affect the numbers coming forward for what is described
as a 'specialist equipment allowance'?
