I agree with Sybil. The local councils around Nottingham take the same view and will not accept writing-up/thesis-pending students as students. One of our advisers has been to tribunal with an international student about this, but did not win (although they saw her point). In our experience, writing-up home students are then eligible to claim Council Tax Benefit (if they are not classed as students and on a low income), but of course international students cannot.

This disparity between Councils is so vexing and unfair to the students!
Cardiff Council will not budge and writing-up students lose their exemption.
The underlying fact is that the regulations should be changed to allow say a
further 6 months exemption from last date of full enrolment.

Ann,
We routinely deal with both Reading Borough Council and Wokingham District Council, and both are happy to accept students writing up as full-time students in terms of council tax exemption.
