It doesn't.
The AC only uses environment, planning or quality of life BVPI services.
The AC seems to be grading authorities on the corporate capacity and the ability to improve rather than quality of service or track record on delivery.

Looking down the league table for those councils which run SMRs is quite
interesting,
Excellent 8
Good 27
Fair 17
Weak 8
Poor 5
However some of those scoring less well overall score well for environment.
The report doesn't however say whether this includes the Historic
Environment. Does anyone out there know? Interesting reading anyway.
