I sent a copy of this to colleagues at the National Railway Museum whose
response was
"!?!?!*****"
This would seem to suggest that it is not an obvious piece of railwayana. I
think that the Trojan Horse theory seems most likely.

Unfortunately it is not enough like a spigot mortar mount to win. They were
much deeper (about the size and shape of a dustbin and set in a trench) and
the thing in the picture looks as though it is flat and just lying on the
ground. My guess is that it is very recent and possibly some kind of weight
used in a civil engineering project.

The closest we have come up with is the spigot mortar mount shown in the CBA
20th century defences in Britain book (2nd ed. 2001, p.92). We do like the
'Trojan Mine' concept though.
Have you tried pouring water down the tubes to find out if they go anywhere?
