Does anyone know of the papers of any academic who did research in the
archives before 1940 and might have made notes or transcripts of any of the
lost records?
Dear Maddy,
i would have a passing interest in hearing any answer to this that you might
get, and hope that it will be made to the list.
there is a series "Guide des Archives départementales" which began to come
out in the '80s. the only one i've seen is that for the Eure-et-Loir
(Chartres), but there may well be one available by now for Orleans as well.
they are a mine of all sorts of information about the individual archives, its
history, holdings, etc.
contacting the Archives directly (still exists, i believe, in new digs) would
be part of a plan.
worst comes to worst, as you (or your friend) might know, the Institut de
recherche et d'histoire des textes (part of the CNRS) happens to be based in
Orleans, i believe, and surely someone there could answer this question.

alas, i know the feeling, all too well.
best from here,
