Representatives of ALGAO and EH met with the HLF yesterday to discuss how
SMR bids have been affected by the new application packs. As a result I am
now in a position to answer some of the queries that have been put to me
recently
- Unlocking Britain's Past (UBP) has been superseded as by the new
application pack. The spirit of UBP is however still relevant. ALGAO and EH
will be considering a replacement document for UBP and the DSU Information
sheet on HLF funding. The HLF expect discussions with partners to lead to a
UK wide document.
- The HLF will fund web site development but this has to be as part of a
wider outreach programme.
- Rules concerning funding of backlogs and additional data capture in UBP no
longer apply. However, the HLF will wish to ensure value for money and
funding of this area should not constitute a major part of any bid.
- SMR Audits may still be made a condition of a grant if the HLF considers
that one is required.
- Project Planning grants can be used to carry out market research to ensure
there is user demand for the improved access which will be the main part of
the bid.
- Applicants that have been successful under the existing scheme which was
capped can apply to the HLF with another grant to do more work so they will
not lose out now that the ceiling has been lifted. However, the existing
project should be successfully completed first.
