The Commission has been very ambivalent on the issue of regulating gambling.
It specifically rejected a directive on gambling (Single Market days). See

There was a study on gambling published by the Commission in 1991:
"GAMBLING IN THE SINGLE MARKET - A Study of the Current Legal and Market
Situation, Vol. I-III", ISBN 92-826-2899-X. There should be a copy at the
NYU Law Library and the NY Public Library.
It has started to reconsider the issue in light of the internet, and as Liv
mentioned, the protection of children. See written question:
