My Trust's Consultant body has recently held a little poll. Only 42 responded. 37 will vote no, 5 yes.
Approximately 100 didn't participate.
To ensure a representative view it is extremely important that every person sent a ballot paper does
respond. It is possible that, in the example above for the Government to argue that the 100 who didn't
vote would be a "silent majority broadly in favour", and thus the real vote would be 105 to 37!
Don't for a moment think this would not be adduced.
