please accept my apologies for the delayed answer.
Since we do not yet have an integrated metadata registry tool in place, the
answer depends on for what elements of the DC Metadata Element Set you want to
propose encoding schemes.
In all cases except the Subject element you should take contact with a related
working group and send a formless proposal. A list of websites and addresses
of the Working Groups is to be found at the DCMI website. In case you do not
find the right group, send your proposal to the chairman of the DCMI Usage
Board, Tom Baker ([log in to unmask]).
Encoding schemes for the DC Subject element will only be registered by the
DCMI Usage Board in order to provide unique acronyms/tokens to the schemes to
improve interoperability among DC Metadata. The DCMI Usage Board will rather
straightforwardly register submitted schemes subject to verifications and
quality control. DCMI will not express any recommendations for the usage of
specific Subject encoding schemes.
Guidelines for that process and a simple tool for submissions to registration
are under development and will hopefully be ready by the end of October (cf.
the draft text at: http://dublincore.org/usage/documents/vocabulary-guidelines/
)
This delay does not need to hamper your usage of Subject encoding schemes in
metadata records, provided you are able, at a later point in time, to replace
an provisional acronym given by yourself with the official acronym in the
upcoming DCMI list of registered schemes.
