Here follows the original query and a collection of responses. I have

Dear Colleague,

Do you have a bibliography of national design policy initiatives ? I
have been asked on short notice to take part in a seminar, and I must
read up rapidly.

If you have references to national design policy initiatives in any
country that you can share with me, I would be most grateful

This includes references to issues and topics that contribute to such
studies, such as articles on how different industrial sectors do or
don't use design, histories of past initiatives and projects, links
to nation design web sites and other related resources.

I will gather and summarize the information I receive and post it to
at the end of the month to everyone who shares information.

hello,

don't know if this goes in the direction your request is aiming for:
in may 2002 german gouvernment issued a law to support handicapped
people being treated more equal and fair...

one main objective of the law is to reduce barriers for the
handicapped in everday life. this directly influences the design of
websites and other means of electronic communication. mainly official
websites (but consequently all others too) are now by law required to
be designed in a way that for example blind people can easily access
the content.

if this is a subject you are interested in, let me know, as I will
observe the consequences of this law on the design policy in official

Dear Ken,

You probably know this already, but... The Design Council in the UK
was set upas a government-sponsored agency to promote design, and has
gone through a vary varied history as different governments have had
different ideas about what that means, who design should be promoted
to, and what the benefits of promoting design might be - so it might
be quite a rich case study.

Their Web-site is at

and they produced Design magazine in the UK for years, which
disappeared for a while and they now produce a magazine mainly aimed
at (non-design?) industry, which doesn't seem to have a title at the
moment, just the DCouncil logo on the cover, though I think the first
versions had a different title.

Apologies if this is unnecessary, but it does no harm to pass on
redundant information.

Dear Ken,

thank you for your activity in sending information about design
related issues. This latest request is one where I might be able to
help you...

In Finland we have a National Design Policy, called Muotoilu 2005!
(Design 2005) in Finnish. I am sitting in the follow-up group of the
program and therefore at least have a fair idea of everything it
involves. The entire program, as well as the abbreviation thereof, is
available on the web-pages of the Finnish Ministry of Education and
Culture, but to my great surprise only in Finnish! I spoke with the
Ministry and they have now promised to send one of the printed
versions in English for you and to put the electronical version of
the English text on the web as soon as possible. The address is

but knowing the speed with which public institutions work I wouldn't
expect it to be there immediately ;)

Hi Ken,

How are you going? Not sure if following is the sort of thing you are
looking for. Try Google search on "Design Council" UK and download
publications. Technopolis website has some useful stuff - especially
executive report on Thailand (vol1 only) and the Norwegian reports.
The design initiative in Korea (search google korea design) is
particularly fascinating becasue Korea has set their economic future
on a design foundation. John Langrish (Z) has more detailed info
through his Korean PhD students. I've attached a recent draft paper
that might have some more bits (yes I know I haven't referred by page
numbers! Please accept my apologies). If you get any other good
material I'd appreciate a pointer to it cos I'm trying to do some
work in this area and it looks like a good possibility for applying
for national research funding.

On a conceptual note, I've been using the term 'design
infrastructure' to refer to all that national support for economic
and social development that relates to designing (education,
organisations, government policy, design skills in particular areas
etc). I welcome your thoughts.

Mr. Friedman,

Here goes the brazilian situation:

Presidental Decree, in November 9th, 1995

Creates the Brazilian Design Program and its Orientation Executive
Comitee, and takes other providences.

The President of the Federative Republic of Brazil in the use of its
assignment, given by the article #84, proposition IV of the National
Constitution, decrees

Art. 1st Be created the Brazilian Design Program (Programa Brasileiro
do Design - PBD), structured by the means of general subprograms,
with the goal of promoting the brazilian design, foreseeing the
improvement the competitiveness of products and services produced in
Brazil.

Art. 2nd Be created the Strategic Orientation Executive Comitee, composed by:

I - one person for each Ministry indicated below:

a) of Industry, Commerce and Tourism, to be the president of the council;
b) of Work;
c) of Planning and Budget;
d) of Education and Sporting;
e) of External Affairs;
f) of Science and Technology;

II - one person for the National Confederation of the Industry - CNI;

III - one person for the Intersindicalist Department for Statistics
and Social-Economic Studies - DIEESE.

Unique Paragraph. The members of the Comitee and respective
substitutives will be indicated by the persons in charge of the
organizations and institutes represented and chosen by the Industry,
Commerce and Tourism Ministry.

Art. 3rd To be made by the president of the Comitee:

I - to constitute subcomitees for coordinating and verifying
subprograms, choosing their respective coordinators and members;

II - to constitute temporary commissions, by subject, to help the
Executive Comitee;

III - to invite other authorities and representing leaders of the
society, to participate of the Comitee's meetings;

IV - to decree the needed acts in order to detail, execution,
verification and evaluation of the program.

Art. 4th The support activities to the Executive Comitee will be done
by the Executive Secretariat of the Industry, Commerce and Tourism
Ministry.

Art. 5th This decree is to be applied since its publication.

This applies only to industrial design.

A strange thing, Mr. Friedman, is that as there were not a specific
word in portuguese for denotating design - ''desenho" is used with
the meaning of "drawing" and "projeto" is used then to denotate
"design". The word "design" itself is used here to denotate both
industrial design ("design de produto") and graphic design ("design
gráfico"). I guess it occurs in Portugal also.

We also published an article in Design Issues recently on design
policy in Indonesia. The author's last name was Amin [NOTE: This was
Sulfikar Amir, and the article is available on his Web site as a .pdf
download.. KF] but I don't
remember what issue it was.

Lastly Alpay Er in Istanbul knows a lot about design policy.

Ken,

interesting request, wish I had data for you
but I suspect that in the US there is _no_ policy

am going to respond to your request for views on the IDSA research
issue when I get from under a couple of papers and remember to wear
my pc hat

... the real issue in the US is there is no funding for systematic
design research - period. and until the major design schools get
together corner their congresspeople, hit up the corporations who
make billions with good design and set up a quasi-governmental design
research foundation ... there won't be any funding and therefore no
sustained real design research in the US

... my god, there were people at the IDSA meeting saying 'but my
clients won't pay for research, so i cant do research' they didn't
even know designers always do some amount of background research and
if you don't you are probably not designing ... systematic research
programs are another issue but I don't think the professionals from
IDSA get it yet
...

I know a little about this because I just got a gold idea award from
idsa for some anthropmetric research but can not find a bit of
federal funding ... and idsa lists it as 'explorations' not research
on their web site
